  1. No you will not be able to rent a car because no insurance and your age you must be 21 and have an insurance card and credit card to rent a car. Just call rental agencys and an in 3 years save up money go on a bigger better vacation.
  2. It depends on the state. Some states don't allow rentals to people unde the age of 25. For some, it's 21. In NY, they have to rent to you no matter what age (as long as you're over 18), but it will be more expensive. Check out what the policies are in your state. If you don't have insurance on your own, they have options where you can get insurance by day through them. It's gonna be more expensive than if you had insurance on your own, but, what can you do...
  3. You must be at least 21 to rent a car, in most cases it is actually 25. No exceptions, sorry. Young drivers are an extreme insurance risk. Even if you were old enough to drive a car you must either have your own insurance that can transfer to a rental OR buy thier liability insurance. You can't get a parent or spouse who is over 21 to rent for you and then you drive the car. If you did and get caught, you would be faced with vehicular theft charges because you are not an authorized driver, and therefore, it is considered stealing.
