1. I don't know where you live, but here in Calif believe it or not with good grades the best price is AAA
2. I agree with Rick, I checked them all in CA and auto club was the best for teenagers.
3. The best insurer for a 17-year-old is his/her parents' company; they'll get the multi-car discount and have the clout of their coverage. At 17, you can't enter into a contract anyway, and insurance is a contract.
